The import of nicotine pouches into Finland is permitted without quantity or strength restrictions. From April 2023, nicotine pouches will no longer be classified as medicine, and they may be ordered and imported. However, this only applies to nicotine pouches that are not licensed medicines and are not intended, for example, for smoking cessation.
